GoPro returns from The Stratosphere

A Balloon Burst = a Lost GoPro

Here is my thought, with all the drones flying about causing trouble here and there especially of aircraft to fight fires, a balloon can be launched to fly about Earth's inner atmosphere/stratosphere with no issues of Flying Aircraft at high altitudes or missiles/rockets being launched into space, how is this allowed, and this balloon stayed aloft for....wait "A Lost GoPro" for how long...

....after 9 minutes after being released, the balloon and camera reached a height of 22,967 feet. One hour and 27 minutes after the launch, at 98,660 feet, the balloon pops.

Sending debris trash falling to Earth which could affect Aircraft in flight or that of a Drone flying about.

The Purpose of this Launch was? 

When America has Millions and Billions invested in Space Travel, and the ISS (International Space Station), easily could of taken Pictures of the Grand Canyon or of about anywhere on Earth.

Two Years Later this GoPro is found...

I know lets allow All Drone Enthusiast to travel to Turkey & Iran and fly their Drones over ISIL Troups dropping oh I do not know Water Balloons filled with something heavy inside or instead of Water, maybe Fuel when it hits a target...catching ISSL Militants Smoking or Cooking...we Have Ignition !!!
